As the writer of this page, I have wittnessed some changes in the fraud scene. Ebay and Paypal have merged & have begun offering procedures to help prevent & report fraud, minimize its impact. Fraud has not come to a hault, NO infact it is still growing, but at least something is being done. The government sights are a good example. Update your browser with the security features required by most on-line services. I still contend that these mega sights should bear the burden of developing better security measures, but thats another story altogether. Bottom line is, If there is no way for checking the honesty or historical performance of a particular seller of any item you wish to buy, no matter WHAT sight you are visiting, be very VERY cautious. "Confirm, or move on". Just a simple email to the webmaster or sight administrator can tell you volumes, in the return email or the lack of one.
